# Prospects coverage and acceptable use

> Prospects covers the United States only. What that means for your searches, the rules for emailing and calling the people you find, what you may not do with the data (resell, scrape, contact people outside the US), and how rate limiting works.

## Coverage: United States only

Prospects covers people and companies in the United States. The data is for contacting people located in the United States, and only them.

In practice:

- A **City** filter works for US cities. If you describe a search that names a place elsewhere, EmailPal says it only covers the United States and leaves that place out.
- There is no coverage figure here on purpose. The data comes from a third-party provider, and the number of records in it can change.

If your market is outside the United States, Prospects is not the right source. You can still import your own list, which has to meet the same acceptable use rules. [Import leads and verify emails](/help/importing-leads-and-verification)

## You are the sender

A lead from Prospects is a permitted list source. That does not make it lawful to contact any particular person. You still need your own lawful basis, you remain the sender, and every other rule in the acceptable use policy applies to mail you send to it: an honest sender identity, a working unsubscribe link, your mailing address and every opt-out honoured. The rules specific to lead data are:

- **No calling or texting without consent.** A phone number from Prospects must not be used for an autodialed, prerecorded or text message without every consent the law requires, or for any call that breaks the law.
- **No resale and no copying in bulk.** You may not sell the data, build a list, database or data product for others from it, copy it in bulk or scrape it from the lead table, the API or the MCP server, or get around the service's limits, including with several accounts.
- **No contacting people outside the United States with it.**
- **Nobody who has been removed.** You may not contact someone who has been removed from the lead table or is on the suppression list, or try to get around either.

Breaking these rules can lead to holds and account action, as with any acceptable use violation.

## Why the service has limits

Requests to search and reveal are rate limited per minute. The point is to keep the service fast for everyone and to stop scripts from copying the table. If you hit it, the page says the search is busy or that you are revealing too quickly, and it retries by itself after a moment.

## What EmailPal filters out for you

When you add people to a list or a campaign, EmailPal does not keep:

- personal email addresses (webmail providers)
- government, military and school addresses
- people or companies who asked to be removed
- addresses on a do-not-email list

## FAQs

### Can I email people outside the United States from a Prospects list?

No. Lead data is for people in the United States. Use a list you collected yourself for other regions, under the acceptable use rules.

### Can I call the phone numbers?

Only where the law allows it and you have any consent it requires. Calling and texting without consent is prohibited.

### Does EmailPal guarantee the data is lawful to use?

No. The data comes from a third-party provider. You decide whether you may contact a person, and you are responsible for compliance.
